File of Life is a medical information packet designed to provide
emergency personnel with necessary medical data to begin immediate
treatment when a patient is unable to provide this information. This
concept can be used by any person, but is especially helpful for
patients who live alone. The card, which is kept in a red plastic pocket
labeled File of Life, lists the patient’s name, emergency medical
contact, insurance policy, social security number, health problems,
medications, dosages, allergies, recent surgery, religion, and a health
care proxy. The sticker inside should be placed on the front door of a
person’s residence to alert responding medical personnel to locate the
entire pocket, which is held with a magnet to the outside of the
refrigerator. Packets can be obtained at any Ponca City Fire Station,
the Ponca City Medical Center Emergency Room, and many local doctors’
offices and pharmacies. |

The Ponca City Fire Department provides free public fire safety training
on an as-needed basis. Free fire station tours can be scheduled Monday
through Friday from 8 am to 5 pm. The department conducts yearly
inspections of all businesses in Ponca City for Life Safety Code
compliance. The department maintains a program for homeowners and those
purchasing a home where department personnel install a smoke alarm in
the residence at no charge. If you rent or live in an apartment house,
the property owner must by law supply each residence with a working
smoke alarm.

| The City of Ponca City has adopted a
curfew ordinance for persons under the age of 18. Curfew for juveniles
15 years through 17 years is from the Tuesday following Labor Day until
the day prior to Memorial Day, from 11 pm until 6 am, Sunday through
Thursday night; from Memorial Day to Labor Day, the curfew begins at
midnight every night of the week and ends at 6 am. The curfew for
juveniles less than 15 years begins at 10:30 pm each day and ends at 6

Since 1973, the citizens of the Pioneer Technology Center (PTC) school
district have provided the resources and support needed to fulfill the
district’s mission of Enhancing Lives and Securing Futures. Through this
support, PTC is able to offer occupationally specific programs to
emergent workers in the career clusters of trade and industry, health,
family and consumer sciences, and business and information technology.
Each year, over 500 high school and adult students enroll in programs to
gain the knowledge and skills they need to find success in life.
In addition to providing programs for the emergent
workforce, Pioneer Technology Center provides an array of services for
existing companies, start-up businesses, and industries relocating into
their service area; as well as adults who want to update or enhance
existing job skills. Because they are a part of a statewide network of
technology centers, they have access to an unlimited pool of expertise
that can help companies be more profitable through increased efficiency,
quality standards, and certifications that qualify them to work
nationally and, in some cases, internationally. Each year over 8,000
individuals take advantage of these offerings that, in turn, enhance the
area’s business climate and economy, providing an increased number of
jobs within the district.
Along with quality occupationally specific programs,
Pioneer Technology Center offers programs that allow students to find
success in core academic subjects. Through the ABE/GED program, adult
students without a high school diploma can gain the knowledge needed to
earn a GED. Students whose native language is not English can take
advantage of English as a Second Language (ESL) classes. For high school
students at risk of not earning a high school diploma, PTC works with
partnering K-12 schools to provide academic enhancement and credit
recovery opportunities to assist them in meeting graduation
requirements.
Area juniors and seniors can take advanced science and
math coursework through the regional Oklahoma School of Science and
Mathematics (OSSM). The OSSM classes are available at Pioneer Tech,
allowing participating students to maintain their local high school
affiliation and extracurricular participation while living at home. At
PTC, they know that the foundation of success is a quality education,
and they have formed strong partnerships with other educational entities
to ensure that those opportunities exist for students of all ages.

maintained in a sound condition to prevent further deterioration or an
appearance that will cause neighborhood blight. Windows and doors must
be free of broken glass and torn screens. Wall surfaces should be
painted or covered with siding.
When properties are allowed to deteriorate, they inevitably become
dilapidated, and as such are an immediate fire and/or safety hazard.
State of Oklahoma statutes allow municipalities, after due process, to
have dilapidated buildings demolished, the costs of removal then
becoming a lien on the property. |

The Ponca City Public Schools' Board
of Education consists of five members, each representing a specific
zone. These elected members serve five year terms and have the
responsibility of setting policies for the district. The board meets
monthly to ensure that a quality educational program is available to all
students.
Regular monthly board meetings are held on the second Monday of each
month (with a few exceptions) at 6:00 PM at the Administration Center,
located at 111 West Grand Avenue. All regular meetings are shown on our
local cable television station, Channel 19, for the convenience of our
patrons who are unable to attend.

Trash collection is a service of the Ponca City Utility Authority. Solid
Waste will pick up to 105 gallons of trash from your residence twice per
week. The trash must be containerized in plastic bags or metal/plastic
cans no larger than 35 gallons. Large quantities of trash or bulky items
(sofa, dryers, etc.) will be picked up separately for an additional fee.
Bagged grass clippings will be picked up via special pickup only. The
Solid Waste Division also offers dumpsters and open-top containers of
various sizes to match the size of your need. Charges vary by container
size. Residents also enjoy free disposal of trash and debris during the
annual Spring Cleanup event and Fall Leaf Pickup service. The week-long
Spring Cleanup is offered in late March or early April, and the Leaf
Pickup begins in November and runs into January. |

provide a wide range of human services. It also supports Ameri-Corps,
Success By 6/Smart Start of Kay County, the Homeless Management
Information System and the Financial Stability Initiative providing
financial education and free tax preparation.

The University Center at Ponca City (UC) brings college degree programs
from other institutions to Ponca City. UC provides bachelor through
graduate degree programs from accredited universities including Oklahoma
State University, the University of Oklahoma, and Northwestern Oklahoma
State University, Southwestern Oklahoma State University, University of
Central Oklahoma, Rogers State University, Northeastern State
University, Southwestern College (KS), and Northern Oklahoma College.
Sixty-two (62) degree programs are available from the 13 institutions,
and students may choose from over 650 classes per semester.
Programs highlights include the fast-track Master in Educational
Administration delivered by Southwestern Oklahoma State University that
can be completed in one year. Also popular is the Bachelor in Business
Administration offered by Northwestern State University. Several online
degree programs are available, ranging from Security Management to
Radiation Sciences; and an RN to BSN Bachelors degree in Nursing. Many
students come to the UC for classes that are delivered through
Interactive Television where they watch a live broadcast of the
instructor teaching from another site. UC students can see, hear, and
talk to the instructors and the instructor can see, hear, and talk to
the students. Others attend classes at the UC that are taught by
instructors who are teaching onsite at the University Center.
UC is located in the North Tower of the ConocoPhillips Complex. Enter
Gate F from South Avenue in Ponca City. Advisors and financial aid are

PCUA provides electric, water, wastewater and solid waste service for
residences and businesses in the Ponca City area. The billing office is
open Monday through Friday from 8 am to 5 pm. New customers must come
into the office to sign up for service. Residential deposits are $125.

| Weeds And Grass Abatement |
Weeds include, but are not limited to,
poison ivy, poison oak, poison sumac, and all vegetation at any state of
maturity that exceed 12 inches in height, except healthy trees, shrubs,
or produce for human consumption grown in a tended and cultivated
garden, unless such trees and shrubbery constitute a hazard by their
density or location. The term weeds does not include tended crops on
land zoned for agricultural use which are planted more than 50 feet from
a parcel zoned other than agricultural.
Weeds constitute a detriment to the health, safety and welfare of the
public. Regardless of height, weeds harbor, conceal or invite
accumulation of refuse or trash; harbor rodents or vermin; give off
unpleasant or noxious odors; and constitute a fire or traffic hazard.
The administrative officer designated to carry out the duties of the
governing body in regards to weeds and grass is the Municipal Judge. |
